Sylveon was announced on August 18, together with Mamoswine, but we haven’t got a date yet as to when we’ll be able to play the fairy-type eeveelution. Recently, in the trailer for the mobile release, we got to see a little more of Sylveon’s moveset, but the developer behind Pokémon GO hasn’t spoken about the release yet. Chances are it’ll be released towards the end of September still, but an early October release is also possible.

There’s no official moveset for Sylveon as of yet, but according to some dataminers, information about it was found in the code of the game. It appears that sylveon will attack from long-range, focus on special attacks and is kind of reminiscent of Alolan Ninetales in a sense.
Sylveon seems to be focused on dealing damage, but is able to recover health quite easily using its abilities. Some of its moves include:
Draining kiss (lv. 6): launches a floating kiss that can either damage an enemy or heal Sylveon depending on who it touches.
Calm Mind (lv. 6): Increases Special Attack, Special Defense and Speed.
Fairy Charm (lv. 8 – Ultimate move): Sylveon jumps up and becomes invincible for a short moment, damaging enemies in an area where it lands, also recovering some health, getting extra health depending on damage inflicted.
